Like kiosks, e-government is nothing new. For years, state, county, and municipal governments have been investing in backend infrastructure projects to electronically deliver to citizens government services that were once manual and paper-based. The electronic delivery mechanism of choice was, of course, the Internet. Through web portals, governments are able to provide 24X7 access to essential service such as:

  • Applying for, or making changes to, drivers licenses
  • Renewing professional licenses or certifications
  • Paying taxes and fines
  • Filing court papers
  • General information dissemination
  • Purchasing prepaid toll-cards, ala EZ Pass

The continuing challenge of electronically provided government services is universal access. While computer and Internet usage continues to rise among the poorer population segments, it may never reach 100%. Furthermore, unbanked citizens are precluded from using the web-delivered services listed above if a credit card is required to complete the transaction.

Enter the cash-accepting kiosk

A fleet of cash-accepting kiosks, deployed at strategic locations outside of government agency buildings (such common public areas or even businesses), provide citizens access to government with transactional viability. Governments win because their existing portal investment can easily be leveraged. Governments may also consider linking their applications to existing private-sector kiosks networks - at convenience stores, for example. Or combine them with Lottery applications through publicly available ticketing devices.
